Public buildings energy efficiency in FBiH
Purpose of the Project
The European Bank for Reconstruction and Development (EBRD) is considering financing energy efficiency refurbishment of up to 32 public buildings – administrative and healthcare – in 15 municipalities across the Federation of Bosnia and Herzegovina (FBiH). The initiative aims to reduce energy consumption and greenhouse gas emissions, improve thermal comfort, and strengthen institutional capacity for future public investment programmes.
Scope of Services
The Consultant will support the Client through a focused Environmental and Social (E&S) Assessment and technical due diligence, including the procurement planning. Core services include:
- Environmental and Social Assessment and Audit
- Technical and financial review of building performance
- Identification of additional studies (e.g. asbestos, fire safety)
- Finalisation of all documentation based on stakeholder feedback
- Preparation of a draft Procurement Plan for implementation
- Definition of procurement packages, procedures, and timelines
- Alignment with EBRD Procurement Policies and donor standards
- Identification of procurement risks and mitigation measures
- Recommendations for capacity building in procurement administration
Expected Results
- Strengthened procurement capacity within the Client institution
- Prioritized shortlist of buildings for EE refurbishment
- Consolidated E&S documentation aligned with EBRD Performance Requirements
- Quantified climate impact and GET indicators
- Enhanced stakeholder engagement and public transparency
- A structured and compliant Procurement Plan enabling timely, transparent, and efficient contracting
