OHL Vilusi-Herceg Novi Preparation of Land Acquisition and Resettlement Framework
Project description
The European Bank for Reconstruction and Development (EBRD) is financing CGES (Montenegrin transmission system operator) for the construction of the 110V overhead transmission line from Vilusi to Herceg Novi, refurbishment of 110/35 kV substation Vilusi, and extension of 110/35 kV substation Herceg Novi. CGES operates a network of substations and transmission lines at 400kV, 220kV, and 110kV levels, totaling 1,512 km of transmission lines.
The project is categorized as Category A, requiring a comprehensive Environmental and Social Impact Assessment (ESIA) and a Land Acquisition and Resettlement Framework (LARF) to ensure compliance with EBRD standards, particularly regarding land acquisition and displacement. The ESIA has been completed and approved locally, with further analysis identifying gaps to align with EBRD’s requirements. The project aims to ensure no affected parties are worse off due to land acquisition or resettlement.
Type of services provided
The ENOVA experts performed the following:
1) Project Assessment & Review:
– Preliminary analysis of land acquisition and displacement impacts.
– Review of project schedule and development of a preliminary land acquisition plan.
2) Site Visit:
– Scoping key issues, identifying land use impacts, and consulting with local authorities and affected communities.
3) Legal & Policy Review:
– Review of applicable legal frameworks, identification of gaps, and proposals for alignment with EBRD’s Performance Requirement 5 (PR5).
4) Framework Development:
– Preparation of a Land Acquisition and Resettlement Framework (LARF) outlining policies, procedures, and responsibilities for land acquisition, resettlement, and livelihood restoration.
